In a simple ceremony held last August 30 at the main Dining Hall of the Lopez Building in Ortigas Center, the PCTA together with electric utility companies, telecommunication carriers, and cable TV operators entered into an agreement to address the problem of pilferage of outside plant facilities.

The Memorandum of Agreement (MOA) provided for the formation of a task force to be known as Task Force ACT (Anti-Cable Theft) composed of representatives of member-parties. It will be the single point of contact for all member parties to report all matters of pilferage of members' outside plant facilities. The parties also agreed to cooperate in apprehending and prosecuting pilferers and eradicating illegal connections within their designated localities.

During the presentation, it was revealed that millions of pesos have been lost to pilferage of outside plant facilities, mainly cable wires, especially during the times when strong typhoons wreak havoc in the country.

Task Force ACT will also review existing legislation, ordinances, rules and regulations related to pilferage of outside plant facilities and initiate and advocate better legislation and protection.

The companies and organizations that signed the MOA with PCTA includes MERALCO, PLDT, GLOBE, Bayan, PT&T, ETPI, PHILRECA, Central CATV, Cablelink, Pilipino Cable, FICAP, Digitel, and Solid Broadband
